Perhaps the first paragraph can have the list seperated, going something like this:

Everyone should have the following rights, and any medium of communication can be judged by how well these rights are upheld.

1, the right to be heard by everyone who wants to hear them.
2, the right to hear anyone who wants to be heard by them.
3, everyone has the right to not be heard by anyone they wish
4, the right to not hear anyone they wish.

perhaps that would read better.

I'm working on it, and I do believe that everyone has (not should have) these rights.

In an ideal world, I would agree that everyone should be in the position of having those rights, but I think that this world is a long was from that point. As you have framed it as the individual having rights, how about a bit about what responsibilities go with using those rights?
