I wouldn't entirely say that I couldn't fault the GIMP, and it has its detractors - but it's certainly a fantastic piece of software (especially since it's free). Download it and play a round with it for a while, and you stop noticing its peculiarities - which are mainly just the layout of the windows.

Or there is http://www.getpaint.net - again, free, and more straightforward to use than GIMP - but it's a bit more limited in what you can do with it.

"The Hitchhiker's Guide to the Galaxy is a wholly remarkable book. It has been compiled and recompiled many times and under many different editorships. It contains contributions from countless numbers of travellers and researchers."
