Doesn't everyone have a vested interest in preserving wildlife?
Why can't everyone from all over the world as well as American citizens sign this?
A copy of John Kerry's e-mail just recieved this morning:

Good luck from a non-citizen. I can't sign, obviously: 'No representation without taxation'.

I got the email last night that the vote went through, its not definate yet though. If it happens then many other pristine areas in the US will be next. I'll be covering this in next weeks science column.
