You should try asking in <./>askh2g2</.> there are more people reading those threads then there are reading the ones here.
Also, you should go to <./>UserDetails</.> and give yourself a more unique nickname, a number is hard to remember. If you haven't already you should also go to <./>UserEdit?masthead=1</.> and introduce yourself. Once you do that one of the <./>ACEs</.> will come and help you find your way around the site.

If you are in the UK (which I'm guessing from your email address) the information is available about the Disability Discrimination Act (DDA) here: http://www.disability.gov.uk/dda/ unfortunately it's been left unlooked after for a while so quite a few of the links don't work.
http://www.drc-gb.org/uploaded_files/documents/2008_223_drc%20cop%20rights%20of%20Access.doc is the information which will be relevent - basically shops can get away with anything so long as they make some effort (reasonable adjustment) and any physical changes which seem reasonable (digging up steps and putting in ramps/installing lifts etc) don't have to be completed until October 2004.
