No, they're not chocolate penguins. They're made from Ministry of Evil Official Instant Penguin Mix, which comes in lots of different varieties depending on what you want your penguins to do. These are waiter penguins, unsurprisingly enough.

Mostly we just have Evil Penguins which go around acting irresponsibly and causing general irritation by pushing into queues, taking the last and so forth. There are, however, a goodly number of Very Intelligent Penguins who work day and night (in shifts) to come up with all sorts of strange and interesting objects.
