Shouldn't this entry be deleted for good? I'm pretty sure the majority of today's Researchers doesn't know that once there wasn't such a thing as PR.

I like it, because I sometimes point people in this direction when they start harping about what a pain in the 
they think PR is, and how they think Scouts have too much power. We had far more executive fiat in the olden days, plus it was a much less transparent process.
