As I see it, yes. I think it has been recommended to the sub-editors, who will do all the relevent work to make it consistant with the other approved (an't remember wht they've been re-named to) entries.
So if you like, recommended is the nearest equivalence to the old 'submitted' tag.
But don't hold me to this - I only saw the new system this afternoon!
