You're right, it's absolutely rhetorical. After all, when someone has nothing better to say than "", the discussion on that topic might be considered dead as a doornail.
So, one is surely not *supposed* to reply anything, but everything that one might say can still be welcome. It might indeed offer new fuel to the conversational fire
