Can anyone submit someone else's guide entry for the review system if they think it's good enough for the edited guide?

They can, yes, as long as the entry hasn't previously been marked 'Not for Review' by the author. Any entry can be marked 'Not for Review' by the author if they click 'Edit Entry', tick the appropriate box and click 'Update Entry'.

If you were thinking of submitting someone elses entry for review then we would usually recommend just dropping them a note on their PS to say you thought it was a fantastic entry and want to submit it.
Some people may not want it to go through but haven't done as Rho said, and clicked the 'not for review' button

Which is the page you get to by clicking on their name in any conversation or article. It's got their introduction ('masthead'), message centre, journal, article list and some new fangled modern stuff.
