If Moses only got the first two pages, what did the rest of the book say?

Actually I believe that rather than a book it was a consultancy report therefore the other pages more or less said the same things as the first two pages.
Intro - Tell them what you are going to say
Body - Tell them
Summary - Tell them what you just said.

Maybe. A lot of the policies we have in work are like that, just saying the same thing for 300 pages in the file. Such a waste of paper!
