The house style says use Headers for main divisions, Subheaders for smaller divisions and Bold for even smaller divisions. The advantage of this is that your entry will be consistent with other guide entries, and will look good in all the different skins (Brunel, Alabaster, Classic Goo). The Plain skin is not designed to look good, so the headers look a bit strange in it.

As a bleeding heart tree hugging hippy, with long hair and a real beard, first sight of this naturally got me old hackles up. Still a bit queazy about the slant that gatherings of people are always something that need to be dispersed, I have to admit that it is a good read. smiley - ok

For the benefit of those who may take this literally as practical advice (eg retired Canadian Prime Minister, Jean The Stangler Chretien), it might not be a bad idea to include as a footnote somewhere that the right to peaceful assembly is thought of as a good thing in democratic countries to the extent that it is sometimes included in their constitutions. Unluckily, the people with the worst sense of humour (or humor) are often the first to feel the need to disperse crowds. On the other hand, less democratic places like Myanmar or China don't worry about which way the wind blows, as they still prefer good old fashioned bullets to say 'good night, folks'.

Amnesty International came out with a statement condemning the promiscuous use of capsicum swabs and sprays by American police not long ago. Part of the report mentions that most of the victims of this sort of treatment are actually already in some form of custody, in some cases already handcuffed. Another popular use of the stuff has been in pacifying mental patients. The reaction to capsicum is sometimes so severe that there have been deaths associated with the use of this 'non-lethal pacifying agent'.

Yeah, you're right that not every crowd needs a big send off. I sorta hit on that in the beginning, but might reenforce it a little bit.
