Well, it wouldn't! But you tune a piano and you tune an engine; and if you want to get the timing right you phone the speaking clock (or furtle about under the bonnet of your car). So I thought perhaps that was the mistake he made.

But there is something very curious and therefore quite interesting about how police officers in Colorado, circa 1977, did use the speaking clock service.
