Is it to do with symmetry? The cans can all be folded into 4 with each quarter identical (so 2 planes of symmetry), the cant's-Wales and US obviously have no symmetry, France only has 1 plane of symmetry, and the Union Flag is actually not symmetrical due to the way the red stripes for St Patrick's cross go.

That's clever! The other way of looking at it is that the 'can' flags can be flown upside down.
