Who or what in 2005 went into the Guinness Book of Records for completing a 100m course in 13.5 seconds?

Athletics seems too obvious, yet 13.5 seconds is quite quick. Are we talkng animals?

Icy North Posted Jan 15, 2009
No hurdles or other obstacles involved.
Animals may be involved, in a sense. The question asks for 'Who or what', which may be useful.

No projectiles involved. There was a start and a finish line.

13.5 seconds would be respectable for a three legged race over 100m but the 'or more' is confusticating.
