Is it crop spraying?
I took your 'must' as a clue to wine growing.
But then, I've been in a helicopter that was aerial fertilisng forests so it's maybe not.

Or it's in a stage production of 'Grease', where the Teen Angel delivers that painful pregnant pause after singing 'I really must fly...'
Cos helicopters weren't invented in the 50s/ can't appear on stage/ would create havoc with Sandy's hair/ aren't an approved form of transport for angels

Or some bubbly swamp in the same sort of vicinity that gives off toxic gases...
You must fly over it because either walking or helicoptering could be hazardous to your health...

Well ... it's just that planes follow the Great Circles, don't they, which take them over the Arctic (and/or Antarctic not completely sure there). So, you must fly over the Artic in a plane. And I can well believe that you mustn't in a helicopter, in case the gears freeze up or because you can't carry enough fuel or you might frighten the polar bears or something.
But I expect I'm wrong.
I've found another forum that I'm going to waste hours of my precious free time on, haven't I?

The Helmand Valley in Afghanistan would seem a good option though it would probably be due to self preservation than actual laws.

Ah well.
There's a high pass (the only one for many, many miles) in the Himalayas that is not navigable on foot for much of the year, so, to get from one side to the other... Helicopters are forbidden because of the distance & the extra rugged terrain.
Now klaxon me.
