Coming to this one a bit late, but I'm dying to link some of my Terry Wogan stuff to it.
One point I always make on the political voting versus quality of song argument: it's probabaly acknowledged that Waterloo is one of Eurovision's finest moments. The UK gave it no points. I'm not sugggesting that was political, but perhaps it shows that the UK doesn't always have its finger on the pulse of what wins Eurovision.

Seriously, I know there's a complicated procedure of voting things back to entry before they can be rescued and taken over - perhaps I should rant about this in "Why dont you write for the guide?"

Yes, you could vote this for the flea market and then rescue it.
Or, you could volunteer to be a sub-editor and then finish it.
...Or you could suggest that it be accepted for the EG with some finishing touches still needed and then offer to work with a subeditor.
An earlier work of this same author (an entry on Passover) went the route of suggestion #2. This particular author has completed some excellent entries, but has somewhat sporadic attendance at h2g2 due to real-life or something like that.
I would certainly support the 'nearly finished only needs some work by a sub-ed' recommendation. If you opt for the flea market route - you only need to say 'I recommend this for the flea market - any seconds?'

Hmm... I think I see a slight difficulty.
First, there's already a Eurovision Song Contest entry in the Edited Guide - A174142
And second, this one in PR is marked 'not for review' and is technically not in PR.
You might go the route of updating the one in the EG in order to make a useful link for nul points.
