It is David Bowie. It's "Rock'n'Roll Suicide" (It was another line in the same song - "Don't let the milk floats ride your mind" - that always got me. Sound advice, though, I'm sure).

But it is quite easy, it's recent, been in the charts (I think). The bands not quite as well known as some of the older ones but who is these days, most are one hit wonders.

Yes.
And the Paul-something is the guy who (perhaps collaboratively, iirc) wrote the thing. He's about 4 foot tall, wears glasses, and has a squeaky little voice that somehow managed to produce what my untrained-at-the-time young ears perceived as a passable singing voice... Seems I wasn't the only one that naive, since he was quite a star for some time. *sigh* ... Those golden olden days.
