I do not think any human being wil be strong enough to resist the temptation of misusing that awfull power, especially I mistrust the ones the would like our votes for that job.
The only one that might come near does not exists, so my vote goes to
Gandalf the White.

I too would avoid those who show any interest whatsoever in wielding power - so people to avoid: Arnie, Bush, Hitler, Atilla the Hun, Genghis Kan, Napoleon (we can go on and on here, can't we).
Appointment of supreme ruler should be based on two conditions:
1. An inability to lie, tell porkies, fib, or be 'economical with the truth'; and
2. Having no desire whatsoever to be the leader of the known world.
