Reread Emerald Twilight. Except for Kilowog, Hal was never shown "murdering" anybody. In fact, Kyle has met quite a few ex-Green Lanterns since then.
It was stated in the story that Hal left the GLs he defeated in space with life support. And when Hal destroyed the Main Power Battery, all the individual Batteries that received power from it went dead... but not the rings. They should still have retained whatever power they had left since their last recharge. That's the way it's always worked.
Hal did destroy the Corps, by taking away their source of power. But he didn't kill them.
