Recently, I've been researching this subject.
1) There is no evidence I have seen, or that any ident fans I know have provided to suggest that the dotted 2 ident became still and just had the 'dot' changing colour.
2) It's believed that the dotted 2 didn't come in until the full colour service came in on bbc2. There was an experimental period before Nov 67 where the old idents and presentation were used, possibly with chromakey colours added. Then, when the full service started, there was no ident, just still captions using the 'dotted' 2. It wasn't until at least 1968, and probably not until the full colour service started on BBC1 and ITV that the animated film of the 2 being drawn and rotated came in. In the early 70s, this was replaced by a mechanical model.
I'm still researching, so don't take everything as fact
