To the best of my knowledge, a Black & Tan (in Liverpool, at leastsmiley - yikes) must be made with MILD [as opposed to Bitter or Pale] Ale??
It's a long time since I've heard anyone ask for one, so I may be mistaken ...smiley - blush

My local "British" (in Texas) makes a "Celtic". Same procedure as above but with Guinness on top of Belhaven Scottish Ale. Quite filling.smiley - cheers

I always thought of Black and tan as Stout and Mild

Stout and Bitter was often refered to as a 'Mother in law', but rarely drunk, just had comedy value.
