I'm feeling particularly anally retentive today:
Regarding the footnote about the temperature - it would have to be lower for impure bodies of water, such as the sea. Also atmospheric pressure will affect the freezing point, as will movement of the water.

Ok, impurities affect freezing point with few centigrades maximum, but atmospheric pressures effect is very small when it comes to freezing. It's effect on boiling is far bigger. I actually checked it few years back, can't remember exactly, but on top of Mt. Everest freezing point differs something like 0.1 Celsius from sea level.
And with flowing water it is question of time not actual freezing point, flowing water would crystallize at zero Celsius if it would have time needed.
