No Englishman in this age, has seriously said guvnor. Nobody will ever do it and if you assume that they do then it is stereotypical and you should stop before you are mauled.
If someone says this to you then they are definitely faking their accent. NO!

It's true that they don't use it seriously, but I say it a lot as a joke, particularly with people I don't know. So they might not be faking their accent.

My dad still uses guvnor regulary when he talks about his boss. So it is still used.
