According to IMDB, this is the *second* "Wizard of Oz" silent movie, the first being released four years earlier in 1921. Sadly, there are few details of the earlier version.

I have never heard of this film, and neither have any of the sources I have available. I wonder if this is not a reissue of The New Wizard of Oz, made by Baum's company, which is not based on the Wizard, but became the foundation for Baum's 1915 book, The Scarecrow of Oz. Without other information, it's hard to come to any conclusions.
