You find these in Danish trains as well.
In these coaches conversations are prohibited and you will be asked to leave if you talk. Giving a message or asking people to help you with your suitcase is allowed, but these seats are intended for people who would like to work (no mobile phones, please), sleep, read or simmilar. You will be told to keep quiet by your fellow passengers - and not always in a nice way.
Also, in Denmark it is not uncommon to see people drinking in public places. Do not try this on a bus. You will be let off right there and then - even if it is in the middle of nowhere in the middle of the night. Eating is also not allowed, but candy is ok.

The article says that it is up to the "operators discression" as to whether a person is fined for ignoring rules in the quiet coach or not.
Not completely accurate. There's a Railway Bylaw that say something like "passengers shall not, to the annoyance of other passengers, play musical intruments, use personal stereos, sing or use other electronic audible equipment." and it is a persons right to have the bylaws enforced.
