The problems with movies based on Deep Space Nine or Voyager is that they both had overall story arcs (Defeat dominion/get home) that were completed at the end of the series.
A good plot for a movie for them is hard to imagine.
Plus in Star Trek Nemesis, Janeway is an admiral.
Any Voyager film would have to have the borg in it, and Janeway pretty much killed them. Plus she always wins against them, so what's the point?
Maybe Ben Sisko could come back, but why?

I agree that there isn't much place for DS9 and VOY movie plots to go, but it could probably be cool if someone was cunning enough to devise a good one.
