I think there must be tunnels from outside the cliff or even lifts down to villas as well as teleporters.

Apart from lifts/elevators, there are stairs, tunnels and teleporters to the cliff edges, depending on which you prefer.

There is need to abseil or climb to the villas as there are plenty of tunnels leading from the main area as well as teleportation devices.

Risans appear identical to humans except for a circular marking on their forehead.
The villas can also be accessed via a small hovercraft called a floater.
a boat sail to the villas just after sunset, You can wade out to the boad and they serve seafood right off the deck.
The subterranean gardens contain luminescant plants. Risan steam pods are very relaxing.
The festival of the moons is a Risan festival.
Risan ma-ta's are alcholic drinks.
Sea turtles live in shallow water and camoflage themselves well.
