There are so many, but my personal favourite has to be the Jem'Hadar battle speech:
"I am First Omet'Iklan, and I am dead. As of this moment, we are all dead. We go into battle to reclaim our lives. Obedience brings victory. Victory brings life!"
The best thing DS9 did was never pull the teeth of its villains.
TNG produced a fantastic villain in the Borg, then in only the fourth episode with them got all touchy-feely and they lost the thing that was most alien about them - the complete lack of any individuality.
Voyager did the same thing with Species 8472.
But in DS9 the Jem'Hadar started out as incomprehensibly competent and dedicated badasses fanatically loyal to a pathologically xenophobic master race and their conniving, untrustworthy bureaucrats - and by crikey they all stayed that way!

Yeah, and even the bureaucrats were somewhat cool.
Personally, my favourite quote is anything that came from Garak's mouth. He had some of the most profound lines in the show, and also some of the funniest.
