So would that mean it was 200 proof? Bascially, this is the same thing as everclear. Is that right?

I thought that 100% proof was about 60% by volume? That would make 100% pure ethanol about 167% proof. The only way you could go above that would be with other alcohols, and you don't want to mess with them. Meths is about 1% methanol and 99% ethanol, and the meths is still enough to mess your body up.

Proof is double the percentage of alcohol by volume. 100 proof is 50% alcohol.

100% by volume is only 200% proof in the Americas. In the rest of the world 100% proof is 58.6% by volume.

Proof is a very archaic method of measuring the strength of alcohol. If you soak black powder (gunpowder) in water, it won't light.
If you soak it in pure alcohol it will.
If you soak it in a mix of alcohol/water it may or may not, depending on the strength.
100% proof is the weakest alcohol/water mix that the powder will light with. This is the 'proof' of it's strength.

When America started up it's own customs laws they thought this was a bit old fasioned, and changed it to double the volume (which also had the benefit of making any drink have a higher proof, and thus be likely to suffer a higher import tax).
