the economic structure of tipping (i think)

i tip the standard(15 to 20 % us.) if the service is standard, i tip more or less according to service. but i want to know how the habit of tipping started. i assume it has to do with rewarding someone for outstanding service. but , unfortunately, it seems to have become an excuse for resturant owners to pay substandard wages to hard working people. & to have the government tax ones' tips!!!! (as is done in the u.s.) that's just adding insult to ingury!!!! enjoy the meal folks
