Our national galleries and museums are donation-only, with the recommended donation being around 2 euro. No one glares at you if you don't donate. As a Dubliner (more or less) the attractions I know are:
the two branches of the National Museum (Kildare Street and Collins Barracks, early and modern respectively),
the Museum of Natural History (beside the Government Buildings on Merrion Street; Irish animals upstairs),
the Civic Museum (William Street),
the National Gallery (beside Natural History, and the new branch on Nassau Street),
the Hugh Lane Gallery (also called the Municipal; on the corner of Frederick Street and Dorset Street),
the Ark, an excellent children's gallery in Temple Bar.
There is also the National Library, beside the National Museum on Kildare Street, but you have to get a Reader's Ticket to see the books. It's still free.
The National Gallery runs tours on Saturday mornings, which are also free.
The National Gallery on Nassau Street and the Hugh Lane both make you pay in to see their special exhibitions, e.g. the Francis Bacon collection. There are special rates for children, students, and OAPs, as well as (I think) groups. Most galleries and museums (excluding the tiny Civic Museum and Natural History) have or are constructing cafes and gift shops, which are not, of course, free.
I *think* the tour of the Government Buildings is free, but I can't remember.
