John Gall published a wonderful book in 1975 (now sadly almost impossible to get hold of) entitled Systemantics - how systems work and especially how they fail. It works on the theory of emergent properties - that any system will evolve behaviour which was neither expected or predictable. He includes Parkinson's Law in his discussions as an example of this. Well worth a read if you can find it (you can't have mine!)
