Is there a global sundial ? or do the hour spaces vary depending on your latitude. Is there a formula

Gnomon - time to move on

If the gnomon is parallel to the Earth's axis, then the hour spacing is constant at 15 degrees for each hour. Because the Earth goes around the sun in an ellipse instead of a circle, this is very slightly wrong at certain times of the year but only by a few minutes.
