Blossom doesn't have a cape. The red thing whiping in the wind as she flies is her hair. She has very long hair and she uses the bow to tie it back out of the way.
In one episode, almost all her hair gets cut off. (I'll post the name of which ep. when I can find it.) Hair gets cut, no 'cape' is there.
