I always thought this was a drinking game, a penalty drink being the punishment for speaking out of turn - you get worse the more drunk you get (ah! the hilarity). Or maybe that was just my demented rugby playing past.
Also, as I understood it, you couldn't boing a zip or boing someone straight back. Local rules maybe.

Yep, I originally wrote drinking game 
But I (being a mere Third Year) have only encountered it as a game in drama club.
