She could have been wearing a white dress, due to having to remove her outer gown prior to the execution; that'd be why the dress was simple in style also. Plus, her stays are showing ... (although they are front-laced, suggesting the artist knew little of 16th century women's underclothes...)
He's not painted the block right, either. Though she did require assistance to find it once she had her eyes covered .
