Of course, the earliest known evidence for this tactic is Macedonian, and several Greek nations used it before he Romans did.
The Romans just normall had bigger shields, so it worked a little better.
There is even evidence of the Celts using it before the Romans invaded (although they'd had trade with the Greeks for years, so probably learned it off them).
Most of the things people think the Romans invented they didn't. The Roman flair was not for developing technology, but using things they came across and integrating it seamlessly and adapting for their needs.
