Why are the numbers ordered as they are?

I have been unable to find any rationale for the ordering of numbers on the board which I am prepared to accept.
If the reason for the numbering is to reduce the influence of luck on the result, I would have expected 1 and 2 to be either side of 20, with 19 as far away as possible, with 3 and 4 on either side of that, and so on until the board was filled. Or perhaps, in the same vein, 19 and 20 on either side of 1, but neither is the case.
