The have taken into account that not everybody likes sport, so they can broadcast a football match and have political debate at the same time.
Very clever stuff I admit, but just don't ask me how it works 'cos I dunno.

They just can. 
Seriously, it works like some kind of clever internet broadcast - they can basically say to your radio - "Hey, I'm splitting this stream into two", and instead of you getting a 128K stream, for example, you'll get two 56K streams.
