I seem to recall a debate about the gunpowder plot which went along the lines of Guy Fawlkes may have been set up, but so were the rest of the conspiritors. The idea was that the Establishment wanted to further stir up public opinion against the catholics and drum up support for James, and so concieved of this plot in order to do so. Therefore, the H of P were never in danger of being blown sky high at all, as the Authorities had a very claer idea of what was happening at all times. I forget the details thugh, and I'm quite prepared to be proved wrong.

William Parker, Fourth Lord Mounteagle: He received the letter which exposed the plot. As a member of the House of Lords, he was secretly a friend of James I and Robert Cecil. He was Catholic but converted to Protestantism. He had taken part in the Essex Rebellion and was related to most of the conspirators

I have it from a reliable source (the internet) that the crime for which the innocent Guy Fawkes was executed was in fact committed by another man of the same name. The guilty guy persuaded the innocent guy to stand in a cellar under the Parliament while holding a torch near some barrels of gunpowder... when the authorities just "happened" to be strolling by. The authorities, referring to the Authorities Handbook, then jumped to a conclusion. I hope this clears up any confusion.
