As a Southern Californian, I'd never even heard of Stockton until California voted in a state lottery some 10-15 years ago. My parents got caught up with it while it was new, and so we tuned in to The Big Spin every week just like everyone else. Apart from the other sarcastic observation of lottery winners (namely, that they almost never speak English) I also noted that a huge number of them were from Stockton. Were the tickets being printed there, and the winning batches were reserved for the local 7-11s?

Wowzers, I remember the Big Spin being a big thing when the lottery first started in California. This was before we had Lotto, and the scratcher tickets where the only thing in town.
I think it just comes down to demographics. The lottery appeals most to those who can afford to play the least. Stockton has a large, poor, immigrant population, hence a lot of lottery tickets are sold here.
