Despite all the cracks about his lack of mobility, near the end of "School Reunion" he managed to reverse out of a Mini unaided, find his way to the ground *and* reattach both of his own side panels before entering the fight...!
And I don't think the Doctor "repaired and upgraded" him - MkIII was destroyed and the Doctor built the MkIV from scratch.
