In any case I doubt whether the Federation 'reaps' any 'fruits' of youngster's interest in Hogwartsism. Most covens will have nowt to do with under-18s and any involvement has to be self-directed.
Besides, one would imagine that real witchcraft would sound dull and terribly disappointing to children.
