You are right - but the difficulty comes when you use a term like "close blood relations."
Who decides what is close and how? For example your second (imagine your mum has a cousin John. You are second cousin to John's children)they are still family - but it is quite legal in the church and the law for you to marry them in most societies.

Two sisters in my family married two brothers. Their children are probably as genetically close as siblings.
