It has been illegal to serve foodstuffs in newspaper since the late 1950s. I am trying to track down the exact law but no luck yet.
The reason for the law was that newsprint could be toxic.
However, the outer wrapping can be newsprint. These days, with new printing technologies, it would actually be much safer to use newsprint than it used to be. Although anyone who has seen the colours it throws off when you stick it on the fire might wonder what metallic content some of the colour inks have....
