The western pedestrian path is now dedicated to cyclist and provides an easy and quite pleasant crossing. Access from the city side is (of course) on the western side of the Harbour Bridge from Upper Fort Street.
If, like most tourists, you are in the Rocks and haven't ventured beyond the packaged naff-ness of George Street, the simplest route is up Argyle Street through "the Cut".
