How can we speak about human rights civilization when people are being detained and tortured in "ghost" CIA camps worldwide

Half a century after this declaration about the human rights, our civilization is degraded by the CIA practices of torture and the existence of "ghost" detention camps for the CIA prisoners all around the world. I wonder, now all the world media are talking about these abominations, all the human rights association are campaining against this scandal and there are no results. The Bush Administartion seems to be "out of space and of time", no reactions at all. Only the poll rating of Bush is falling down. What happened that our societies are so weak before the torture? After the Second World War the legislation and the legal procedures are being improved, but the breaches of the human rights are becoming more violent. How explain this correlation?
