YES!! I am surprised that anyone is asking this in the 21st century. I "have" to masturbate as I am prone to prostate infections. By keeping it "flushed", I have much less occurence of these problems.
Anyway, there is no "penalty" for pleasuring oneself. Unless your Mommy (or disapproving wife) catches you. My Mommy did. Several times. My wife a few times (she didn't really disapprove; more like disappointed) But that never stopped me! I am near 60 and still enjoy a daily (minimum) JO. So, my answer to the question as asked is, "You have to do it daily! And more often on weekends!".
What makes masturbation special is that it is for your own enjoyment. No worrying about your partner (unless you get blisters on your hand). No buying dinner before you can have a chance (unless that's your bag). Dressing up is optional as well. You can take as long as you like, or as little.
