I'm not sure, I think they last time he was here was the year he won it but don't quote me on that
TiT the only thing that's different is the Operation Puerto and Beyond paragraph, it needed to be added.
Maybe the italic(s) are waiting for the lawyers to return the call before they set foot into this entry

The reason I asked was that potos of the event and you might be able to pick him out. early 1990;s ish sort of time... And they are in Ampshire

I think you're thinking of the PruTour Bob (forunner of the Tour of Britain) that was staged in Portsmouth in 1997 (I think)
The TdF did come to Portsmouth in 1994, they Yellow Jersey went to Miguel Indurain that year. The green jersey went to, I dare you to pronounce this, Djamolidine Abdoujaparov and the King of the Mountains went to Richard Virenque. The White yoouth jersey went to the late great Marco Pantani. Jan Ullrich was still an amature then
