So, at what age range are the books targeted?
(Although, I'm sure that they're suitable for adults too...)

I'd say they're for ages 9 and up, though a good reader at a younger age could take them on, and younger children (school age, I would say) can enjoy having them read aloud.
Of course, it depends on the child, and in this case especially, the child's sense of humor. A kid who's into the Addams Family, for instance, would probably enjoy these books, where a kid who's prone to take fiction too literally probably wouldn't enjoy them.

What about a little nearly 9 year old boy boy who thinks farts are funny? Oh hang on, isn't that all of them!?

It depends on the individual child.
But there are not farts in this book, in fact the characters go for several weeks without going to the toilet, washing or changing their clothes or the baby's nappy.
